The common cause
Worn carbon tracks inside the potentiometer module. After enough hours of play the contacts wear down and the controller reads a tiny constant signal even at rest. Sony's stock modules are particularly prone to this.

Open the controller, desolder the faulty stick module, install a fresh genuine replacement (or premium Hall-effect on request — ask for a quote), reassemble, and test in calibration mode.
